The 2021 United Nations Climate Change Conference literally ended in tears, with the summit’s president Alok Sharma delivering an emotional apology over a watered-down commitment to “phase down” coal. But is it fair to think of the event as a failure? Are critics such as Greta Thunberg right to decry “empty promises” and a lack of action?
